Meta Ads Campaign Structure: Build for Scale in 2025

Your campaign structure determines everything—how budget flows, how the algorithm learns, and whether you can scale. Get it wrong, and you're fighting the platform instead of leveraging it.

After managing $100M+ in Meta ad spend at MBell Media, we've tested every structure imaginable. Here's what actually works in 2025.

The Hierarchy: Campaigns, Ad Sets, Ads#

Campaigns hold your objective and budget (if using CBO). Ad sets hold targeting, placements, and optimization. Ads hold creative. Each level serves a specific purpose.

For most accounts: ASC Campaign (60-70% budget) for broad prospecting. Manual Campaign (20-25%) for creative testing. Retargeting Campaign (10-15%) for warm audiences. See our ASC guide.

Common Structure Mistakes#

  • Too many ad sets (fragments budget, prevents learning)
  • Overlapping audiences (bidding against yourself)
  • No clear testing vs. scaling separation
